Aggregate discount not applying to Receive products at Order line item if the action code as "Update

We have promotion which is assocated to Aggregate discount. During modify order we are seeing action code "Update" for receive products.one of the reason we are seeing "update" action code because of product attribute changes. If the action code "Update" in netprice it is showing actual price instead of discount price.Which is working fine for other action code like "Add" or "-".

Does anyone face this problem.
