Patch 15843459 Availability

I am prepping a new upgrade instance, and see that the latest patch release is scheduled for March, but have seen those dates get moved.  Is there any status avaialble as to when that new patch will roll-out?

Patch number 15843459.  It would also be great to know what new functionality is going to be released in the new patch.
