Web Created Batch Versions missing from Full Package Build

We sometimes create Batch Versions on the Web.  After the next Full Package Build, those versions tend to be not excutable.  We have checked the Central Objects, Versions List, and Serialized Objects.  The Version exists in those tables.  One thing that is noticed is the Machine Key in the F983051 is blank but the Object has a Machine Key (Deployment Server Name) in the F9861.  Could this result in the version not being included in the Full Package Build?  If so, is there a setting that we are missing for addition of Web Batch Versions?
