Why won't tnsping use the TNSNAMES adapter

I'm trying to fix a connection issue to a rac DB using the service name.  I can connect via id/pw@rac1 or id/pw@rac2 but not id/pw@rac nor just id/pw
While researching the problem I noticed that tnsping on a similar server setup is using the TNSNAMES adapter, but on the problem server it is not.  The tnsnames.ora is in the same directory as the sqlnet.ora
