Should a Language Patch be Applied Before Creating a New Inventory Org or Making Other Functional Ch

Hi,
We have application instance =>

Oracle Applications : 12.1.3
AD Patch Level : R12.AD.B.3

RDBMS : 11.2.0.2.0
NLS_CHARACTERSET : AL32UTF8

We want to =>
1. Define new inventory organization, Setups for Inventory, BOM, WIP, OM, PO modules for newly defined org.
2. Install German Language patch

Please suggest what should be correct sequence for above tasks.
