Expected behaviour when revoking execute on <package_name> privelege from PUBLIC

Hello,

Almost of hardening guides recommend to revoke execute privilege from PUBLIC regarding these PL/SQL packages:

UTL_HTTP
UTL_TCP
UTL_SMTP
...

I was wondering what If I revoke these privileges from role PUBLIC: will SYSTEM and DBSNMP users work properly?
