User using Excel 2007 cannot view report after creating and uploading a new FSG Template

Hi Oracle Experts,

One of the users who has Excel 2007 installed is able to create and upload changes in a new FSG Template in Report Manager for a report.

When he submits this report, the Excel report loses all formatting (color, headers, lines, etc.) and his changes are not saved.  Also, the report is blank.  A few of the row names are displayed, but not numbers.

Any ideas why this would be happening to him?
