Database load map behavior

In the Databases home screen and you click on a database in the Database Load Map area. You are prompted for a user name and password:
If you select cancel, your taken to the cluster database screen for the database you selected. And all of the charts display data.

If you go to Targets -> All Targets and select the cluster database. Your taken directly the the cluster database screen without being prompted.

Any ideas on why there is a difference in behavior?
