ORA-28509: unable to establish a connection to non-Oracle system

 Hi,
We are intermittently getting the following error and not always.   Could you please let me know what could be the problem here.

SQL> exec pkg_fx_prcs.strt_mq('FX_TRD','T','B');
ORA-28509: unable to establish a connection to non-Oracle system
-- Console Message - Please correct data in FX_TRD queue and restart the queue.
Error in opening the queue.
