What WebLogic Server components are required to utilize Windows Services to automate managedServers

We have the manual Weblogic Server Admin Server Console running (have to manually start each time), starting up with manually entering setWeblogic.cmd.  Our Clustered managedServers are up through this Admin Console.  Discovered Repository Configuration Utility had not been run as no database was installed.  Getting -Dweblogic.Name error when trying to create Windows Services to automate bringing up a Weblogic Server created Service.  We have obtained Document 1462409.1 to trace down the error received (-Dweblogic.Name does not exist).  Have reviewed Doc 1316942.1 Configure Oracle Weblogic Center Portal.

What WebLogic Server components are necessary in order to use Windows Services?  Are we able to just install a metadata repository database (have 11.2.0.3.0 databas to install) and then run RCU for Universal Content Management to install required schemas?
