Patch Set, PSU and Security Level

 If I  have two databases, one at Patch Set 11.2.0.2 and the other at Patch Set 11.2.0.3 and both databases are updated with their respective most recent Patch Set Update (PSU), would the 11.2.0.3 database be considered more secure than the 11.2.0.2 database?
