Autocreate foreign currency PO using Punchout

Guru's, Any idea if this is possible and if am missing anything? please advice

1. Supplier and supplier site setup and tied to US OU.

2. created a Global CPA for the above supplier

3. Punchout setup completed

4. Creating requisitions from US OU works fine and autocreates PO without issues

5. When trying to create a requisition from Japan OU, the PO workflow debug would not pull the Supplier site information and terminates during this check (40: get_supp_info_for_acrt: result = N becuase the supplier site  is null or invalid).

Questions::

a. Do we have to setup Supplier site in all OU's where the order will be placed?
