Standard Template Missing for Application BOM and Purchasing

Hello Experts ,

We are performing R12 Upgrade. Now we noticed that there are not standard template available for application BOM and Purchasing. This looks really strange for me. I run the "XML Publisher Template Re-Generator program" and yet no templates available in xml publisher administrator responsibility. This program completed normal.

This impact of this issue is that all the reports eg create accounting -Receiving , Uninvoiced Receipt Report in BOM application are generating output in xml format. There are not layout available in the SRS window for this concurrent program because no standard templates are available in the xml admin responsibility. It should be a know issue but I dont have any clue.
