Wrong Lot Number/Instance Number passed to Install Base from Installation Details on partial RMA Rec

We are on Oracle 11.5.10

When an RMA Line has multiple lot numbers/Instance numbers listed in Installation Details and an RMA is partially received, Oracle is selecting the first Lot Number/Instance Number with the same quantity and updating Install Base.

Example would be:  Installation Depails for a line with a quantity of 13 has 5 of Lot A, 3 of Lot B, 5 of Lot C.   The RMA receipt is done for 5 of Lot C.   The Instance for Lot A is updated and the split line is created for 8 with Installation Details of 3 of Lot B and 5 of Lot C.

Why does it not recognize the Lot that was received and update the correct instance?
