Patch 16017716:R12.PO.B is applied to instance , but file version of rvtvq.lpc is still the same as

We want to upgrade file version of rvtvq.lpc to 120.8.12010000.12,hence we applied Patch 16017716:R12.PO.B to our instance. Patch as was applied successfully but the file version of rvtvq is unchanged.
Current version is

1. Verify whther the file exists:
