Contacts Fro Related Account

If I am entering a Service Request and I enter the Account, when I do a look up for the COntact, it brings up a list name Contacts For Related Account that shows me a list of contacts that have the Account listed in the Contact record.
I have a case where we have  Contact#1 that has Account#1 in the Account field of its record, but is also listed as a Contact on the record for Account#2.

When we do the lookup for the contact on a Case, the list Contact For Related Account comes up but Contact#1 is not in the list. My theory is that this list only pulls contacts that have Account#2 in the account field instead of all contacts related to Account#2.
