Capping memory in a zone

I have a t2000 with a global zone and a local zone.  I have set cpu-capped to 2 in the local zone.  I have 16G of memory on the server. 

Here is what a get from rcapadm in both zones.
                                      state: enabled
           memory cap enforcement threshold: 0%
                    process scan rate (sec): 15
                 reconfiguration rate (sec): 60
                          report rate (sec): 5
                    RSS sampling rate (sec): 5

When I run top in the local zone it reports 8G of physical memory, when I run top in the global zone it reports 16G of physical memory.  It looks like the local zones physical memory is constrained, but I can't figure out what is contraining it.
