How oracle derives operating unit in Self service application?

How Orcale Applications derives Operaing Unit in Self service applications like iExpense in the following scenario.

Repsonsibility Name : XX iExpense Resp
MO:Operating Unit profile at this responsibility : XX OU

A security profile is created which provides access to the following OUs
XX OU
YY OU
ZZ OU

This MOAC security profile is attached at user level.
This user has access to the above responsibility XX iExpense Resp.

In form based applications user gets the option to select required OU(XX OU/YY OU/ZZ OU).

In the above scenario how the Operating Unit is dervied for the user and SelfService responsibilty ?
