Shipping Execution - EBS (MOSC)

API is giving error WSH_DELIVERIES_PUB.DELIVERY_ACTION

HI Team
               

We are using this below mentioned APIs to do SHIPCONFIRM .. It's doing well. 
But some cases API ( WSH_DELIVERIES_PUB.DELIVERY_ACTION)  it's giving error message

as " Error: Delivery  7972818  is not eligible for action Ship Confirm."  ( <-- unable to understand this message how to proceed further.)
                
 PLEASE PROVIDE YOUR COMMENTS IT's urgent for month & Year closing
               
WSH_DELIVERIES_PUB.DELIVERY_ACTION -- return status is 'E'
 APPS.WSH_DELIVERY_DETAILS_PUB.UPDATE_SHIPPING_ATTRIBUTES -- return status is 'S'
