Report Manager Drilldown error: java.lang.StringIndexOutOfBoundsException: String index out of range

Receiving an error in some reports in both excel and PDF when trying to drilldown.  Is anyone familiar with error: java.lang.StringIndexOutOfBoundsException: String index out of range: -3.  We have installed the latest FSG related patches.
