R12_Tax created not reflecting calculation in iprocurement

Hi all

After create tax in R12 for 17%, when selected in iprocurement on an item the reoverable tax and total tax is zero. Please advise why the tax is ot being calculated on the item?

I complete all the setups from the Tax manager. Please assist in any way possible.
