Cluster showing resources ONLINE when the instance is down

Hi

we have a 11.2.0.3 RAC on windows 2008

We shut down instance # 2 using --> srvctl stop instance -d <DB> -i <Instance>
and verified that the instance was down using srvctl status database -d <DB>

But when we ran crs_stat -t , it is showing all the resources on instance # 2 to be ONLINE instead of
OFFLINE

Any idea why the cluster is unaware of the instance # 2 being down ?
