Query on GDF patching

Hi,
 We are currently upgrade from 11.5.10.2 to R12.1.3 and we are at 3rd iteration.   We have queries on the GDF.

Currently, we have about 21 GDF patches which has been identified.  As it was taking about 8 hours for us to apply the GDF patches.  So it will affect our downtime during the actual cut over, we would like to know is it ok to apply the GDF after all the Recommended Patches are applied, and the R12 instance is up and running ?  

Can the GDF patches applied when the Oracle Application is up and running ? 

We need a quick answer from Oracle.  Kindly review and revert back to us ASAP.
