Not able to Activate "MRP Manager"

Hi,
I started Planning Manager but it is in Inactive Phase with Status No Manager.
I tried to Activate "MRP Manager" in System Administrator but its not activating [However Activate MRP Manager (Activate) Request completed successfully.]
