Patch 16282961:R12.AP.B question
Regarding the CODEFIX;  DBA indicates readme specifies the patch should be applied pre-upgrade to R12:

Patch Applicable for versions/releases:
      Prior to upgrading to release R12
      Patch must be applied as preinstall patch before going to upgrade.

QUESTION:   can this patch be applied to an upgraded R12.1.3 instance.

Our current program version is:

appltst@trnoradtap3100: - /app/OALPATCH/apps/apps_st/appl/ap/12.0.0
$ strings -a patch/115/sql/apaphuhf.sql | grep -i '$Header'
REM $Header: apaphuhf.sql 120.2.12010000.7 2012/06/15 05:15:14 aaalla ship $
