National identifier prompt change - for apac business group

 HiCurrently we have on "Enter and Maintain" form for APAC BG, which shows National Identifier prompt as "NCIR/FIN".  We are trying to make all forms look alike - so would like to rename the prompt to "National Identifier" the way it displays in US.

i tried following - however this didn't work:

Application developer >MESSAGES > HR national identifier sg> and modified the message text to show as national identifier, and then bounce Apache only application tier.

I still don't see the changes, what else should i be doing....
