Using PIM Integrity rules to enforce Change Order

All,

Is it possible to enforce Change Order on Operational Attribute groups using PIM Integrity rule features? Customer does not want to use Change Policy to enforce Change Order for Operational attributes due to some business process constraints on PIP integration between Agile and PIM.

Any pointers will be appreciated.
