Contacts being associated to Activities with F9 Send Mail

Here is some useful information that often comes up and I wanted to post in regards to users setting up Siebel F9 Send Mail and how a contact is linked to an activity when using his functionality.
It should be noted that a Contact is NOT associated to an Activity when the contact doesn't belong to the same Organization as the user.
Sending an email using F9 and Outlook the contact is not automatically associated to the outbound Activity if the Contact belongs to a different Organization to that of the Agent sending the message.

Resolution steps:

A "user" cannot have "All Across Org" visibility.  Visibility is defined by attributes of the BusComp and the settings on a View; it is not defined for a user.
