Issue nonstock items to work order

 I've followed doc 1298841.1 to be able to attache non-stock items to by BOM.

When I try to issue nonstock items to my work order it give me this error. 

Item Branch Record Does Not Exist  Warning
A form level error has occurred.
CAUSE. . . . . An Item Branch record (F4102) does not exist for this item
in the Branch/Plant specified.
RESOLUTION . . Correct the Branch or enter an Item Branch record for this
item in Branch Plant Item Information (P41026)

because it's nonstock there is no branch data. 

My goal is to track non-stock estimated quantities against actual nonstock issued to the work order.
