copy BOM copies only the last Implemented revision and not future changes

Hi,

Please your assistance regarding the copy bill option from the bills form: When trying to copy existing bill the revision field shows future bill revisions (opened as revised item in unimplemented ECO) but when choosing that revision, only the last impelemented revision is copied.

It looks like a bug since the form allows me to choose the unimplemented revision.
