Project Test, Workplan Data Collection Test, Download Report Does Not Finish

Hello,

We are frequently asked to run the Project Test, Workplan Data Collection Test.  The test completes and the View Report icon shows a check mark, but the Download Report icon remains showing the clock icon, and we cannot download the report.  I will attach a screenshot to shows this clearly.  We are running 12.1.3.

Is this a known issue, and is there a patch for this?
