Obtaining latest version of OPatch

Windows 2008R2, Oracle 11.2.0.3


I'm trying to install a patch set but receiving an error "Patch 16042648 requires OPatch version 11.2.1.0.9" ... has anyone figured out how to obtain a newer version?  The current search shows a link to a video that doesn't work.
