Is 12.1.3 iHelp translated ?

Hello,
I was wondering if any one can confirm a fact. Has 12.1.3 online help (ie iHelp) been translated ? The iHelp patch I located is 9239095: "Oracle E-Business Suite Online Help for 12.1.3 Release Update Pack". From what I can see this patch is only available in US English. Can any one confirm or verify that my understanding is correct ? In 12.1.3 Online Help is available in US English only.
