F06147, Payroll Parameters Leave Balance checkbox, and FISC Rollover

Two (2) Vacation Accrual Rollover related questions:

1. What is the difference - and impact on F06147 - between the following two situations?

a) The Payroll ID Payroll Parameters "Leave Balance" checkbox is being checked however there is no trace of any R073910 version in the Report Setup grid of that Payroll ID row exit.

b) The Payroll ID Payroll Parameters "Leave Balance" checkbox is being checked AND a R073910 version is being referenced in the Report Setup grid of that Payroll ID row exit.

2. This client uses F06147 FISC data and therefore Payroll ID Parameters form, "Leave Balance" checkbox is being checked for all their Payroll IDS
