setting up Oracle instance service (Windows 2003 server) under windows domain account

I need to set up Oracle instance service to run under domain account instead of Local System.  I added the account the local administrators and oracle dba groups and the service starts ok.  I can log to it locally, without @xxxx, however, when I try logging in with @xxxx, my SQLPLUS freezes and here is the error in sqlnet.log:

Fatal NI connect error 12560, connecting to:
 (LOCAL=NO)

 TNS for 32-bit Windows: Version 10.2.0.1.0 - Production
 Oracle Bequeath NT Protocol Adapter for 32-bit Windows: Version 10.2.0.1.0 - Production
 Windows NT TCP/IP NT Protocol Adapter for 32-bit Windows: Version 10.2.0.1.0 - Production
