WebLogic AdminServer constantly logging "There is danger of OutOfMemoryError" and "java.lang.OutOfMe

There was a situation where WebLogic Admin Server logs were constantly logging "There is danger of OutOfMemoryError" and also " java.lang.OutOfMemoryError: Java heap space.". When this happened, ASAP could not receive any messages from upstream.
