Database configuration question. RAC and/or Golden Gate, etc

I have a setup or system  design question.  I have 4 servers and therefore 4 Instances, 2 in the same location and 2 more in the remote  llocation whihc is 1,000 miles away. Like a west coast system and an east cost system  

This system should be highly available, Real Time transactions, with potentially 100's of transactions per second

I am trying to decide what design I should use. 

Do I setup 4 seperate Databases/Instances and use Golden Gate Bi-directional (multi-peer) between all four databases/Instances?

Do I create 2 RAC databases locally and then use Godlen Gate between the ciites?  I would have a RAC (2 node) database in each city with Golden Gate between the RAC databases.,
