Installing ELS 7.1

Hello,

I've downloaded the ELS 7.1 files, uploaded to the mainframe and begun installation.  The installation JCL includes jobs to build SMPE zones, receive the products, etc. The RECEIVE job "I60RNTS" has a comment specifying that current HOLDDATA should be downloaded and used in the execution.  That seemed unusual as I'm used to performing a RECEIVE/APPLY/ACCEPT of FUNCTIONS/Products without HOLDDATA and then applying maintenance.  I did take the suggested steps and the APPLY failed due to unresolved Holds (Worked fine when I tried again without HOLDDATA). At this point I have a couple of questions:

1) Should the current HOLDDATA be included with the RECEIVE of the product, or done afterward with the maintenance.
