flush buffer cace

In my Alert Log I see this message:
ALTER SYSTEM: Flushing buffer cache

this is right in the middle of numerous redo log switches.

Nobody is issuing this command manually.

Is this normal?

This is 10.2.0.3. EE on Windows Server.
