unable to schedule a task manually

Setup a new Task Type:
Version 12.1.3

Task Type - Installation
Rule - DISPATCH
UOM - Hour
Duration - 1
Schedule - enabled


Create a Service Request
Create a task
Assign the task to a Resource and you get the following error:

"Please enter a quantity for planned effort"

Any help or ideas will be greatly appreciated.
