When running the  R9840DL to load the  F98881CU with all the Changed Objects that are marked as changed in the F9861 for the environment, some objects do not copy anything to the  F98881CU in spite of being marked with a C and 1 in the F9861.

There are other checks we do to verify that the objects was modified, and there are some changes that are not logged in the Customization Object Analyzer.
