What is the meaning of safety stock, if item is MRP planned

Hello,

What is the meaning of safety stock, if item is MRP planned ? one item is D.KA.PH-S1 , item master is not showing its safety stock but Oracle Inventory > Planning > safety stock is showing as 2.
