Why when seeting up a Tax Status the 'Allow Tax Rate Override' is greyed out

Hi,

I am setting up a Tax Status and enable the option 'Allow Tax Rate Override' but the option is greyed out. The only way that I have to enable the option is if I do it before entering all the information to define the Tax Status.

Why is happening this?
