Creating TNSNAMES.ora dynamically

We are using OEM Grid control but we don't have uniform TNSNAMES.ora file to use for TOAD. Is there a way I can create TNSNAMES.ora file from OEM tables that I can use with TOAD or SQLPLUS for windows? The number of DBs are over 500 so its not possible to create it manually from scratch.
