Is there any reason to create more than one recovery rate for each OU, LE, Ledger when Content Owner

Hi,

When Content Owner= Global Configuration Owner, is there any reason why it can be convenient to create receovery rates per OU, LE, Ledger? where the different recovery rates are equally defined with the same % of recovery?
