Oracle Client Installer "Environment Variable: PATH" Error

Help please!

I'm trying to reinstall the Oracle 32 bit JDE 9.1 and keep running into a Prerequisite Check: Environment Variable "PATH" error. 

I've even tried deinstalling my past install and also went through and deleted any program folder/files that relate to this install (in hopes of getting a clean install), but this error message still appears.

I've referred to http://docs.oracle.com/javase/tutorial/essential/environment/paths.html and have moved "C:\oracle\priduct\11.2.0\client_1\bin" to the front of the Environment Variable Path as suggested in another community post (3113970

2978676 Results&PrevPage=Communities-Search

 without success.  I've tried adding in the "%ORACLE_HOME%\bin" (as suggested in the error message) into the Environment Variable Path to no avail.
