Cycle count approval causing fractional inventory amounts - appears to be UOM issue

After performing cycle counts, the approval of variances appears to generate a fractional value into inventory.  Additionally, this appears to happen only when performing cycle count of case pick inventory (reserve) when a case has been opened and partially picked against (ie 2 of 12 units in a case have already been picked).  It looks like this is a UOM issue where the primary and purchasing UOM's are different.  Any ideas how to correct this discrepancy?
