How do you set up a definition access set to secure FSG components?

I am trying to set up a definition access set to secure some FSG row sets and column sets. I have followed the steps in Oracle note 735024.1 .I had no issue setting up the definition access set (steps 1 & 2). I had no issue assigning the definition access set to a general ledger responsibility (step 3 & 4).  Also, the Compile Definition Access Set completed successfully after step 4. However, when I try  to assign the definition access set to my specific row set (step 6), the list of values is empty. I found a note on MOS that said you could not use definition access sets to secure FSGs if you use a custom responsibility that is associated with a custom application. We are using custom responsibilities
