Create an order type that will bill but allow the material to ship later

Whe have standard orders that the lines close when the drop ship item is received then creates an invoice. we have orders that ship then bill. We want to create an order type that will allow us to receive the item, bill the customer then ship the item at a later date. How can this be accomplished. Thanks, Linda
