How to mimic S11x Primary Administrator rights profile in S11.1?

By the way that "Primary Administrator" rights profile together with /bin/pfbash used to be very convenient in certain scenarios.It seems to have gone in S11.1 and the "System Administrator" isn't quite the same.

Please, is it possible to manually recreate it?
If so, any help would be appreciated.
